What are the west hills? Do you mean Armstrong county? I've never heard anyone refer to Pittsburgh proper as having "west hills"

No, west of the city, out near the airport. Coraopolis, Moon, Robinson, etc.

There's a Wikipedia page that lists the areas generally considered to be part of the area. The Nissan dealer in Moon is even called West Hills Nissan.
