Monroeville Community Park (West). Usually a good mix of dog walkers/walkers/runners even in the winter months

Boyce Park!! Used to run there all the time throughout winter. Lots of people, open, gets plowed/deiced regularly.

Seek out the cross country coach at school, they’ll know all the best (and safest) spots.

Get a set of YakTrax traction spikes, I recommend the running specific version. They’re like $40 on Amazon and they will make winter running much safer and more enjoyable.
