That's interesting, I feel like that's one of the things that providence does much better than other places I've lived.

I've never lived someplace outdoor cats were legal before! There are tons in my neighborhood (on the East Side).

They have an incredible few rescues that trap and neuter/spay. That helps keep the population down!
