It's a difficult problem to crack down on because they have such a huge advantage. ATV & Dirt Bikes are small and maneuverable and go places the cruisers can't. They know that, so if a cop tries to pull them over, these idiots immediately just gun it making it far more dangerous for literally everyone involved. I'm not 100% sure about Providence, but many cities have a pursuit policy preventing pursuits of motorcycles because its so dangerous. None of them are registered vehicles so the cops can't just back off and cross reference registration to arrest them afterwards.
And its also a number issue- these groups have dozen of riders and there are only so many police officers.
IMO, the best solution to me would to do an undercover sting operation. Or create a bounty system encouraging citizens to snitch on people they know are participating in these groups. But that's just my idea, idk how practical it is.

More operations like this are unfortunately in order because of the inability to ethically hit bike and atv riders with cruisers to control them as we would do with 4+ wheel covered and belted vehicles. Officers on the ground must put their lives at risk to corner a biker, and then be ready to shoot said biker if the biker tries to drive through them on the illegal vehicle.
I tried to report this to the mayor’s office via the 311 app and was told the only way the city handles these people is via the cops. Go get ‘em I guess.
