I decided to be a good citizen yesterday and looked up my sample ballot. I see there are 10 Providence-specific ballot questions. Is there anywhere I can find more context/explanation about these questions? I've tried Ballotpedia (which has the full text of the measures, but not much explanation) and the Providence Journal website (only covers state ballot questions as far as I can tell). Can anyone point me to news articles or campaign websites or anything that explains why these questions are on the ballot and what they aim to achieve/prevent?
For example, Question 10: "10. DEPARTMENT HEADS Shall the Charter clarify that all department heads and appointed officers are subject to all applicable personnel regulations of the City?"
I mean... sure? Sounds fine, but I don't know much about the Charter and its purpose so I don't know whether this is appropriate or not. Is this just an oversight that's being corrected? Or was there some specific incident that led to this question being on the ballot?

I think if u call the board of elections for providence and ask the person they can explain it more to you
