Alot of shelters only allow people to be there from certain hours overnight and people have to leave in the morning for the day until they open again at night. Not many places available during the day for homeless people especially in colder and bad weather. .

Are you saying some don't ? Why not ? Shouldn't public resources be distributed equally ? It's likely either they permit stay during the day at all shelters or not at all across the board. If not, should it continue and should malls fill up as a consequence ?
