Would recommend top floor as these are probably made of cardboard and footsteps will be loud. Not sure what clientele they will have but could certainly see people active post 9pm in these.

I’m actually in a lower level and cannot hear anything above me. Unfortunately, the walls are a different story. But it’s mostly quiet!

All depends on your neighbors! Some people walk with lead shoes on, some people are quiet as a mouse.
