The so called cameras are not run by the state. It’s essentially an idiot tax paying the fine. You do not have to pay the fine.

I've never paid one. Reading the ticket carefully its just worded that you should pay. I myself never signed a contract with any company and I'm not being legally bound to a ticket some company collects on and gives a percentage to the city hosting said cameras.
