You can reach out to Richmond public works but they’re in a racket with Sieberts towing so I doubt you get anywhere. You could have video evidence and they’ll still just say they had signs up

Fighting City Hall is a dead-end scenario. If you have dated photographs of the entire block without signage, you can go to court and fight the ticket. Or you have neighbors who also were towed that will go to back you up as witness. But generally not worth the time or money involved.

You basically have to pay to get your car out and can dispute it after you pay and if you do you get to set a court date. Bear in mind, if you lose the case or end up not showing up for the court date you will not only not get your money back but will owe additional court fees. When I tried to dispute it the available court date was over a year away and I didn’t want to risk having to miss the court date in a years time so I just ate it, which is what they are counting on
