Is that the one taking place in Monroe Park?

It takes place in Oregon Hill. The participants form up in Monroe Park before starting.

What block does it start on? I can't find any information on it online

Given that half of the experience is the costumed parade-watchers, I’d say the further into Oregon Hill you are, the more fun you’ll have. The parade goes down Laurel and back up Pine. I like to hang out at Albemarle & Laurel, watch it go past, then walk up to Pine and watch it again in front of the church.
It then all winds up behind the church and turns into a big party.

I'm your neighbor, and sadly, no trick or treating really happens in our 'hood. Hanover Ave in the fan and Oregon Hill have lots though!

You’re in the Hanover Ave halo. All the kids will go there (it’s a big deal). You might get a few stragglers, but you’ll probably not get many.
Do check out the Oregon Hill Halloween Parade if you can though. It’s at 7pm in Oregon Hill. Maybe one of the best things in the city all year.
