Are cowtrops like caltrops but for cows? Also wouldn’t a retractable spike strip be easier, and less impactful on other drivers? We already have retractable bollards and barricades…

Caltrops, unless you were thinking of a large bovine with big metal spikes, in which case I'd love to see one of those deploy.
