Mongrel has a good selection! They’re very beautiful but pretty expensive.
Mongrel would be my first choice. There are some pop-up shops that appear around the holidays with local crafts; those could be good.

I really like the goods available at Mimi's Apothecary. P.F. Candle Co's teakwood and tobacco is my go to, but they do also carry local brands.
My sister-in-law just moved to Richmond and has a candle business. I'm not a candle person, but I have three of them and they're all great. You can buy online or catch her at markets around the city.
I have one of her candles and I love it!

Mehmet sells really good smelling candles at Cool Colors. They aren't seasonal per se but we still are burning one from 4 years ago so they last a long time.
It's Carytown, just walk down the street a see for yourself. It would actually take less time than waiting for Reddit to reply.
