Planning on getting a 220V outlet installed in my garage for EV charging. I am in Henrico County. Would I need to pull a permit for that?

You're prolly gonna pay an electrician a couple hundo on top of that. Get some 6/3 Romex and 3/4" PVC conduit and a 50 amp breaker and do it yourself.
You can even still get it inspected by the county if you want to go the permit route. Nothing stopping you from doing your own electrical work.

Yes your supposed to get a permit , I would bet a majority of contractors wouldn’t even pull a permit for that though, unless you requested it

Yes, it is required. But its not required and a contractor might not even bother.

technically yes. Practically usually no. Just get a professional electrician to do it, and they will do the necessary

I'd bet way over majority - 95%.... barring strange issues.
I'd even go so far as to say most inspectors would be rolling their eyes when they came out.

Depending on your location, you may need HOA approval first and then, city permit.
