it isn't good, it's silly to try and stop something like this. I can generate illegal content on my local computer offline and nobody would know, try stopping that.

Idk how you get to "it can exist so not worth trying to stop". This exists on a spectrum - what's better, a couple thousand desperate people storing deepfakes on their local computer, or having those deepfakes freely distributed for millions of views. Outside of view count, the former will also slow momentum
