If you want to constantly simulate a larger universe in places unobserved to the user, no you can't, in real time. If you slow down the simulation by many many orders of magnitude and use a quantum computer, you may be able to pull it off, but it just isn't worth it.

If you want the simulation to only be computed at high resolution near the user (and low resolution at long distances), yes you can give the illusion of a more vivid and larger universe.

Not with particle level accuracy. You start getting into data compression limits.

There are more particles in the solar system than there are on a single planet in that solar system.

I'm pretty sure we could do a highly compressed simulation that interacts with the way our brains compress information, instead of working at the level of atoms. And it would look as high-resolution as the real world.

Your brain can create high resolution simulations. Once when I had a lucid dream, I looked at the detail in a plant's leaves and was amazed at the full detail I saw when looking closely. If you only do detail where people are attending, it doesn't take much processing power.

It would not be possible to simulate a larger universe than our current one unless our understanding of physics changes. However in a simulation you could use multiple tricks to create a world which by all practical means IS larger.

For example video games use tools like occlusion culling or level of detail (LOD) to make stuff the universe appear high-quality but for a reduced processing cost. I have no doubt similar tools could be used in a simulated world to make the world appear larger then it actually is.
