I'm looking at them right now in Canada. How come the lower one looks like it's pulsing light? Not sure which is which.

I am here in Europe, today was cloudy but yesterday I saw it clearly. The lower one is Venus. Pulsing light is probably due to the our atmosphere but I'm not an expert. They are very beautiful though.
