A pair of second-hand binoculars might suit you as starting equipment.

Many of the successful comet spotters used binoculars, a comfortable seat, and electrically-warmed slippers. They familiarised themselves with all of the objects in one place and then noticed if anything new turned up.

Do a search on eBay. I had a look there and there are plenty of options, but I'm not in a position to recommend any of them.

If you’re willing to go up to $100, I have a recommendation. If not, you’re probably better off waiting and saving up for a bit until you can move the budget up. It’ll will be challenging to find a quality telescope with a big enough objective lens at $70
