Edit: my bad, didn't know about AZ, but there are still many states in the US that have prison terms similar to Russia.

Flying commercial, it is technically illegal. How ever, TSA is not going to go through the hassle of calling in a federal officer to arrest you for smuggling joint or a vial of THC. But they could if they wanted to.
