It’s just a reflection of the leverage these candidates have in the market right now. And the risk teams are willing to take to get score a great coach.
The difference between being the worst team on the league and the 13th team in the league doesn’t really matter. Owners paying an extra twenty million to a fired coach is just the cost of doing business. Making a “safe” hire on “team friendly” deal is not as desirable as blowing a bunch of money to lock in a potentially great, young talent that takes you to the promised land at the top.

Also, for a franchise that’s had a quick trigger firing coaches and seemingly going nowhere, they are trying to show that there will be more stability moving forward. Like even if his W-L record isn’t good right away, they aren’t going to give up on him in 2 years (because they can’t). If they can lock him down and draft a good QB makes it easier to recruit other coaches and players moving forward.
