Was owner of the dog with the pitbull? Ask them for money first. Then report them to the police and then sue them

First, and this is from a rescue person so I swear I'm not out for blood. Do you know where the dog came from? Its owner is liable and rabies info needs checked or it needs quarantined for 10 days. Otherwise your friend is looking at a painful series of shots. I know this seems unimportant right now, but it is important I swear.

You can apply for care credit at most vets. It is a credit card, but it may help alleviate the immediate worry as most vets won't do payments any longer. Your best shot for help is a rural vet, but do the care credit.

I made a report to springfield animal control back at the end of january about two loose pitbulls in this area (North of Division, between Glenstone and National). They marked the report resolved, and I saw both of those dogs wandering a week later off of Glenstone under the train overpass just past Division. One was black and tan, the other was white and tan. The black dog Ive seen wandering on its own and was the one that charged at my neighbor's chihuahua. This probably isnt that helpful, but im pretty pissed there are still two aggressive animals on the loose in my neighborhood.

Dr. Reid in Springfield off Glenstone is my guy. Really affordable. Did a $600 surgery for $165 on my dog. He’s like semi retired and does kinda push supplements but he knows what he’s doing and he’s cheap. I think he mostly works for the fun of it at this point.

No, I am a cat person personally. Just exposing narrow minded gentrification mindstates in my hometown. Nobody "needs this breed"? Sounds like a privileged position. And I would never assume my pets religious choices.

I understand there are vicious dogs. I understand that they are descended from wolves larger than some jungle cats. Wolves are vicious. I understand the typical pet owner has zero respect for nature and is dumb as all hell. My regards to OP.
