It's not illegal to be dumb and antisemitic. I think the most anyone can pin any of these people for is littering, and I have a feeling no one is going to open up a forensic investigation to look into littering.

but you can report it to the FBI, because this is a known tactic done by multiple hate and white supremacist groups. We've got a proud boys chapter in town, and a KKK chapter down in branson. FBI may not be able to finger print it, but they can still use it as evidence of their activity level in the area (and there's some tech tracking printers down to individual machines, so if they raid a place and find a printer then match it to these flyers, that's a hate crime charge).
