There should be an in-depth, independent study of both historical locations, recreation places, potential “districts” in the future. Set up a citizen board of people who have no involvement directly or financially with places of interest to look into the situation at hand. Set out a group of standards and ideas regardless of the situation…historical reality in the far/middle/near past, viability of maintaining structures reasonably, how this could benefit the city/citizens as a whole, etc.
