The guy I talked to said they partner with the city's utilities and that I could get like 900 Mbps for $65 a month, no cap, but that I had to pay it upfront. He wanted me to put my debit card number in a website while we were on the phone and said that it wouldn't work if I did it at another time cause he had to accept it on his end.

It just gave me bad vibes.
