Well, it's a handicapped plate so I'm not going to rule out them being too infirm to actually be safe driving but nobody wanted to be the one to tell them "no."

I actually drove by this after it happened. Saw the lady sitting in there SUV and the driver was handcuffed on the other side of Kimbrough. What I haven’t seen anyone mention is the ambulance that was there with an older man being wheeled around the car on a gurney with a very bloody head. The article mentioned nothing about that.
