I don't know what you consider cheap, but an excellent guitar instructor is Chris May of Maydash Music. I think he's very reasonable, my son has gone to him for years.

lots of college students looking to make a little extra cash, maybe look at the subreddits for different colleges in the area

This is helpful. College students and even guitarists in your social circle might be willing to teach for reasonable rates. Age of the student does matter, though, as well as experience of the teacher.

I also don’t know about cheap but my daughter takes drum lessons at Palen and they do guitar lessons too

Youtube is completely free. Combine that with a site that has free tabs like https://www.ultimate-guitar.com/

I wouldn't consider paying someone for instruction unless she struggles with the free tools that are available.

Seems like there was a local guitarist advertising cheap guitar lessons on this sub a few months ago. Might be worth a search, I think he was someone just starting out looking for his first students.

Show her Ultimate Tabs and if it’s meant to be she will figure it out. Worked for me, but I was also 24 when I did it lol.
