It's Teslas fault because when you rebrand and sell something not sold in the country you plan to sell it in it falls to your company that regulations are still followed. It seems like the atv itself isn't particularly dangerous outside a faulty controller which was likely disclosed to Tesla and there's just no documentation on proper use and care.
