How is, essentially subsidising Samsung or Google's labour costs good for the people of Japan?

If your company's finance people knew that any shady dealings would directly benefit the competition instead of just being a slap on the wrist fine, it might adjust some of their dealings. And nothing benefits the Japanese people either way, but this might push some accountability.
