This one popped into my mind too.
Though, there is a complexity there. He's really presented as an 'every man' who's allowed his position to go to his head. I see him as an allusion to the Nazi commanders who just fell into line, drank the coolaid, and believed what they were doing was right (because they were following orders). He occasionally shows humanity towards others, but his view of reality is totally screwed. (I guess that makes him a sociopath, haha).
I think Mrs. Waterford is equally as sociopathic. Maybe worse?
