What did it leave hanging and unanswered?? Samaritan was destroyed, the machine was clearly up and running again, Finch went home, and Shaw was going to keep doing the job.

The show not explicitly tying up every single thing doesn’t make it a bad ending. There’s plenty to infer from what they give you - the machine resuming its activities tells you that it’s likely to use the other (and possibly more) teams that we don’t know about, it clearly implies Shaw is going to continue to work the numbers, and there’s no reason to not think Fusco didn’t continue on as a detective.
