High beams. He was turning his car lights on high to blind him to the point where he couldn't see the road. The other driver has every right to be angry.

No. Since an officer was nearby he should've went to them. Since OP was doing it constantly the other driver most likely wasn't thinking clearly.

i literally flashed them at him once. On and then right off again to hopefully get him to speed up. My headlights are very dim anyways, they’re not blinding at all
