Church laymen are entirely Russian embassy members, no Koreans, although the priests are North Koreans.

Most vote on representatives at their workplaces, who together form the workers party that holds 60 or 70% of seats in their parliament. They may advocate for feeling a way on certain issues, but I doubt they really tell people how to vote beyond imploring people venerate the church or certain ideals.
