There should also be mandatory First Aid courses. In my country First Aid courses are only mandatory for your driver license.

My school district had a mandatory CPR course that was tied into health class. Not first aid though.

I think Id say first aid is like three things: CPR, recognizing a stroke and stopping bleeds.
