Belgium wasn't interested in colonizing the Congo but Leopold - apparently dissatisfied with merely being a king - colonized the Congo as a private citizen anyway to extract as much rubber profit as possible. He was born impossibly rich and powerful and it still wasn't enough for him. Millions of people died.
