Is 70% of speakers during a single public comment session commensurate with the population? Or highly motivated people and activist types?

good question! i don't know. i highly doubt that most of those commenters weren't from atlanta, though—& i imagine the same is true of the other 30%.

Are highly motivated people and activists not part of the population? Do they not get to have an opinion?

Do you have a reliable study that says that? Or are you just assuming that the population is siding with you?

Do I have a study to show that the few people that show up to a public comment event do not represent the rest of the population? No.
