As another member said, Champlain Housing Trust is a great resource. Have you considered looking just outside of Chittenden County? Places like Georgia, Fairfax, South Hero, Grand Isle (where I live) and even Ferrisburgh are all within 30-40 minutes of Burlington and considerably less expensive.

I know the rental market it crazy right now and the sales market is still rough too. I'm a Realtor who specializes in first-time buyers and buyers with borderline opportunities.
