If you haven’t seen it, the entire “Playing for Peanuts” documentary (where this vid comes from) is pure solid gold. Wally is amazing.

As someone with no more than a passing understanding of baseball, was Wally within his rights to do what he did, prior to throwing the bats and balls on the field? Was the umpire being a dick?

Honestly don’t know. Umpires can be known to go on power trips from time to time and think everyone is there to see them. But in this case I don’t know the backstory.
