Teenagers exist in that dangerous zone between "realizing that all the rules you grew up with were made up" and "realizing that all the rules you grew up with were made up for a reason."

And some never reach that second point.

In my hometown it was way less like this. That was probably the result of workers seeing a kid and knowing who their parents were/ where to direct their complaints. The anonymity of crowds is too protective, I guess.
