What exactly does “fed” mean here? I know it’s often used to refer to FBI agents, but also federal govt employees in general.

Fed is generally used as FBI or some other intelligence agency like CIA NSA etc

Referring as a ‘Fed’ to a regular federal government worker bee is laughable. PSA: Please don’t refer yourself as a Fed if you work HR at the USDA

In common parlance, ‘running away from the feds’ or ‘ feds talking to each other on forums (eg on 4chan feds trolling feds is a meme)’, it refers to intelligence agencies. Not attorneys, statisticians, hr workers, secretaries that happen to work for the federal government

I mean, if we're talking about "feds trying to bait eavesdroppers," I'm pretty sure everyone would understand the implication is some kind of federal policing agent and not like someone who clerks for a house rep or something
