You're in your early 20s...literally the entire nightlife of Dupont Circle (and purely the remainder of the city) is tailored to you. Enjoy yo' self!

Most definitely Wonderland. Pull up a seat at the bar and chat with the bartenders. They know everyone and can introduce you to some regulars.
Walk up and down 18th in Adams Morgan on a Friday/Saturday night.
Honestly, especially with Covid, most people aren’t talking to strangers at bars unless they’re trying to hook up. I’ve met most of my friends through hobbies and volunteering. Do you have (or could you develop) any sociable hobbies?
Meeting friends at bars isn’t actually a good idea, find a hobby and get involved in a community. You don’t want your friend group to mostly have “likes to drink” in common
I’ve been to Red Derby alone on 14th St & met a few people there even all the bartenders there are friendly to talk to

Decades sucks don’t go there lol. You’ll be spending too much time walking up and down stairs.
I would 100% avoid that place.

I can't give you a specific answer, only to say that your best bet is likely going to be a low-key neighborhood place on like a Tuesday or Wednesday.
Also maybe consider getting into a social sports league (dodgeball, softball, bocce, karaoke, whatever).
