I mean, you can literally google this and see that it is blatantly not true. The list of cities by homicide rate is almost exclusively Latin American. There are 4 US cities on the list, and DC is not one of them. There is more recent data available, but the only other US city that pops up on that list is New Orleans, which is famously not Washington DC.

Murder rate is probably the best proxy in some regards for overall criminality, at least it’s a very high end, because it’s by far the hardest crime to cover up. As such in the global south murder rate is used as the de facto violent crime rate as other crimes are poorly reported and poorly counted.
