Petfinder.com searches all of the rescues and you can search by size.

I used PetFinder and was able to adopt from a shelter in TN that was overcrowded. They can transport the dogs up the northeast where there are more willing adopters. After finalizing the adoption paperwork, I got my dog at a scheduled drop off in a parking lot where other families were waiting to unite with their pup from the tractor trailer.

Operation Paws for Homes. Check out their website and give them a call. They’ll work with you to get the dog to you. I adopted 2 at once and their fosters were in 2 different states. They both brought the dogs to me. I’ve adopted 3 from them and they are excellent to work with.

You can find them for free just left outside shops, cvs, Safeway etc. you’d think after all the dog thefts this summer people would quit leaving their stressed out dog outside but nope.

Also, city dog rescue is good and has multiple events in DC

Not sure about DC but having volunteered at a humane society you’ll probably find a lot of chihuahua or terrier mixes that fit your preferences. Most take a bit to open to new people but are very loving dogs to those they befriend. However that long befriending period happens with everyone and can mean having a dog that isn’t social with friends and family that visit.
