There may be European countries where the age is 18. If you are a dual-citizen you could ask an embassy. I used to get into clubs underage, but I never went because my friends didn't get in. There are way better things to do with your limited time here than get "shitfaced". Try the museums, theatre, arenas, discussion groups, nightclubs, shopping, and enjoying the singles.
