I'm pretty sure it's UPO who organizes the vans that drive around during weather like this to distribute blankets, coats, etc.

Shepherd’s Table. They keep their doors open 24/7 during extreme weather - so aside from just feeding people, during extreme weather, they create beds so people have a place to sleep.

Do they operate in DC? Their Facebook page looks like they're located in Maryland and makes it sound like they're closed over the weekend because of the holidays, but I'm not sure if I'm looking at the right one.
