I lived in Houston for 13 years and DC for the last 4. I know Houston is not Austin but i love it here. I live in Columbia Heights and i spend a lot of time in Mount Pleasant, Adams Morgan, Parkview and Petworth neighborhoods of DC. For restaurants checkout La Tejana (owners are from Austin) for breakfast Tacos, Federalist Pig and Cinder for BBQ, Purple Patch for Filipino, and Le Diplomate for french. For Bars checkout OKPB, Morris and Silver Lyon for cocktails, Midlands, Churchkey and Wundergarten for beer.

Yeah i can. I grew up in Detroit and id say DC gets as hot as Houston for about 3-6 weeks and as cold as Detroit for about 3 -6 weeks
