If an apartment is cheap compared to other similarly sized apartments, there must be a reason. Often times it’s safety/bad location/etc. It could also be further from the metro too.

1)Go to it. "Safe" is different for everyone, so this allows you to get a feel for yourself.

2)You can check MPD's crime data.

Depending on your budget, you might need to consider looking at the suburbs. DC is an expensive city and as already mentioned, if you find something well below market rate, there’s a reason.
