?? You need to title and register your car and have your driver’s license where you live.

If you move out in a year, so be it, change stuff over again. This is how it works and is just part of the moving process.

You will no longer be a Maryland resident. You need to convert your Driver’s License and tags from MD to DC. The DC DMV is where you do this.

“you have 60 calendar days from the date you begin to live in DC to register your vehicle with DC DMV. You must first convert your out-of-state driver license to a District of Columbia driver license or non-driver identification card.” https://dmv.dc.gov/service/initial-registration-new-or-used-vehicle

Registering your car when you move out of state isn’t really optional. Also if you don’t have a zone resident sticker you’ll have to move your car every couple of hours most places.

You’ll get ticketed for having a non residential and non registered car.

You’ll also be limited to where you can park due to zoning.

Your submission appears to be asking about parking.

Your first resources are available here and here.

Unless you are in a residential area of the city, there is no such thing as reliably free and easy long-term parking. Please read parking signs carefully, even locals get confused sometimes.

Useful apps for parking include ParkMobile for street parking and SpotHero for garage spaces.

Visiting a friend in the city? Ask them for a free visitor parking pass from any MPD station.

Did you receive a ticket? Are you guilty? If so, pay it. Pictures and incorrect information doesn't matter.
