It is a region Russia has occupied since 1990 specifically because they wanted to create a perpetual territorial conflict that would prevent Moldova from ever really integrating with the rest of the EU. These sorts of conflicts are how they operate with any nation that is not a member of NATO and small enough Russia thinks they can bully.

Indeed, it is about Transdnistria, which is a small strip of land on the opposite side of the Dnister river (hence the name) occupied by Russian green men ever since the fall of the Soviet Union.
