One country's "political opponents" is another country's "terrorists", yes. You admit they are naming names though so I'm not sure what your point it. Sounds like a stalemate that isn't going to be resolved to me.

Political opponents are not terrorists unless they commit terrorism. Someone saying Erdogan is idiot dictator is not terrorist.

As for naming people even that is very confusing. I believe some turkish officials have named some but other turkish officials have told that those people are not the people they want. I dont't think Turkey has ever given any official list of people they want.
