Possibly impact tourism, which is exactly why the government opposes it. They don't want a hit to their tax revenue.

It's worth remembering the Turnball LNP gave the Great Barrier Reef Foundation, a staff of 6 in 2018, $443 million it didn't ask for, instead of the Barrier Reef Marine Authority, who has been doing excellent work since 1975, with a staff of 175 at the time. Where that $443 million was spent is unclear. In July 2021 Sussan Ley, the LNP Federal Enviromental minister urgently flew and convinced 9 of the 21 Unesco members to remove the Great Barrier Reef from their endangered list. She basically bribed some of them. Of course we need to do better, but there's at least half a billion dollars put in peoples pockets that should have been spent on preserving the reef.
