How are they making money? Are they not using government funds to pay for these weapons?

For Ukrainian donations yes, but other countries are buying full price to bolster their own defenses.

Well.. American arms manufacturers are certainly profiting. In fact they stand more to gain from this conflict than anyone else by a long shot.

Lots of that gov money went to modernizing their own weaponry while sending their old stockpiled weapons to Ukraine. It's a third win to US really.
